By what standards and/or laws should marquees and similar structures be designed and constructed?
D.M. 17/01/2018 Update of Technical Standards for Construction.
It is necessary to expect that the purchased products (galvanized steel) have been sized according to the above standards to be in perfect rule of art and in accordance with the law.
CONI opinion for sports facilities with less than 100 seats
We are often asked when it is obligatory to request the opinion of CONI for sports facilities.Subject to these provisions are newly built sports complexes and facilities and existing ones, already used for such use even if included in non-sports complexes, in which it is intended to carry out distributive and/or functional variations except for ordinary maintenance work under Article 31 letter a) of the Law of August 5, 1 978, No. 457, in which events and/or sports activities regulated by the C.O.N.l. and the National Sports Federations recognized by the C.O.N.l. are held, where the presence of spectators in numbers exceeding 100 is expected.
The aforementioned sports complexes or facilities, hereinafter referred to as sports facilities, must comply not only with these provisions but also with the regulations of the C.O.N.I. and National and International Sports Federations.
To summarize then, as of today, sports facilities with a capacity of less than 100 seats do not need this opinion
Mandatory certifications for doors on exit routes
Pedestrian Doors on Escape Route without fire resistance and/or smoke tightness feature Certified SAC 1
According to the UNi EN 14351-1 standard concerning pedestrian doors placed on escape route, they require a more stringent construction and certification procedure than other types of windows and doors to be placed on the market.
This mandatory certification is called SAC 1 and specifies that: A manufacturer who places on the market pedestrian doors placed on escape routes with the CE mark that has not carried out the certification procedure required by SAC 1 or who does not have the certification issued by a notified certifying body that authorizes the construction of such doors, commits an offense and risks temporary non-marketability of the products or seizure by the Authorities.
If during the Fire Department’s inspection for the issuance of the Fire Prevention Certificate they find on an escape route a door marked CE but not according to the SAC 1 standard, they are obliged to report the door manufacturer to the relevant authorities and cannot issue the certification.
So to summarize: doors that are placed on escape routes must be CE Marked and SAC1, otherwise they are not suitable to be installed.”

Finally the rules have changed, the Unified State-Regions Conference has signed the agreement on the single glossary with the exact definition of interventions that do not require a permit.
As a reminder, a free building intervention is an intervention that does not require any permit and therefore does not require a building permit, SCIA or CILA.

Those who manufacture metal structures must have what certifications?

To produce and market metal structures such as our production, a manufacturer must have the following certifications:

  • UNI EN 1090-2 for execution classes EXC2 to EXC3 depending on the type of works to be provided
  • UNI EN ISO 3834
  • ISO 9001
Do the UNI standards by which metal structures are sometimes found to be designed have legal force?

For steel structures, UNI standards, are documents that define the characteristics (dimensional, performance, environmental, safety, organizational, etc.) of a product, process or service, according to the state of the art, but they are not mandatory and are only of voluntary application, unless they are transposed by some law that makes them mandatory. If one buys a product designed according to UNI standards, which, however, are not referred to in a M.D. or L.D., the product purchased cannot be defined as compliant with the law and therefore in fact does not qualify to be TESTED. In Italy, Ministerial Decree 14/01/2008 and its implementing circular define the requirements for the design and construction of metal works.

With each assembly, is it sufficient to issue a Declaration of Correct Assembly or should a Testing be done by a licensed professional?

The answer is not unambiguous: according to Ministerial Decree 17/01/2018, a test is mandatory at each assembly, which must be issued by a licensed professional registered as an engineer or architect for at least 10 years. A Declaration of Correct Assembly in accordance with Ministerial Decree 19-08-1996 “Approval of the technical rule of fire prevention for the design, construction and operation of entertainment and public performance venues,” see Section 8.5, may also be accepted. This declaration can also be made by the owner-owner of the property, provided he or she has the technical requirements of the law (licensed technician). However, at least one annual test must be done as stated in both the above standard and Decree 18/05/2007 “Safety standards for traveling show activities” To avoid problems it is best to contact the municipality where the product will be installed to ask what practice to follow before each installation. Some municipalities accept Declarations of Correct Installation even if the person issuing it is not a licensed technician.

Do marquees need to be anchored to the ground?

Anchoring to the ground must be done properly to make the tent safe.

Suffice it to say that unexceptional winds can push up to 60kg/sqm of exposed surface area. Marquees generally weigh less than 15 kg/sq m, which must give pause that the remaining 45 kg/sq m must be taken up by ballasts.

A 35 sq. m. wall must be anchored with no less than 1,500 kg.

Verify the type of anchorage required to secure the structure by consulting the appropriate General and Calculation Report that must accompany the supplied product.

How can PVC sheets be cleaned?

Wash the fabric with water and nonaggressive neutral detergent (PH 7), choosing the concentration according to the condition of the tarpaulin. Use a good car shampoo if necessary. Avoid using solvents and hydrocarbons that could irreparably damage the fabric.

Avoid using abrasive sponges or similar that could scratch the fabric.

After washing, a final rinse with a solution of water and an antiseptic disinfectant (max.1% concentration) is recommended.

PVC sheets should be folded when they are perfectly dry

PVC sheets, before being folded and put into storage, must be absolutely dry in order to avoid the formation of mold and bad odors and the accelerated deterioration of the artifact.

Does the partition curtain of a plant also abate noise ?

Divider curtains for sports facilities are primarily designed to divide the playing area into 2 zones, preventing eye contact and preventing the ball/ball from invading the other half of the field. Usually in the grandstand area the curtain is not installed and a meter is left from the wall to allow passage. These areas allow free passage of noise. Back to the question: some degree of noise abatement is there but it is limited. Double curtain partitions have higher noise abatement.

Is an energy performance certificate (APE) required for a facility for sports use

Sports facilities, in order to be exempt from the EPA, must be seasonal structures. It is therefore obvious how all pressostatic structures do not fall within this category. For fixed structures, such as steel or laminated arch structures or geodesic structures, the practice is to consider them removable structures since they are dry-assembled and therefore easily disassembled and removed.

WHAT IS THE COMFORT INSIDE THE MARQUEES ?

In tensile structures, you want to insulate or shield. In the former case, performance cannot be very high because of the low mass of the materials involved. Several layers are needed to provide an adequate degree of insulation. at the shielding level, performance can be very good

DO YOU NEED A PERMIT TO ERECT A MARQUEE ?

There is no one-size-fits-all answer. It depends on size, temporariness, and use. Different is a marquee in a private garden than the same one installed by a restaurant or bar on the lakefront.

Marquee or Tensostructure: what is the difference?

There are several structural types in the field of textile architecture, which can be divided into:

– tensile structures,

– freestanding (marquees, pagodas and gazebos),

– geodesics,

– pressostructures.

So begins an article by Antonella Pirovano that came out in Progetto&Pubblico in November 2004 and that we will use to explain the difference between a marquee and a tensile structure.

MARQUEES

Tensostructures are that particular class of structural systems whose elements result predominantly in tensile stresses. The production of harmonic steel ropes and textile fiber membranes coated with plastic protective material (PVC) has provided the possibility of having materials capable of resisting considerable tensile stresses.

MARQUEES

Tent-structures are defined as those structures having an independent load-bearing skeleton, with roofing and curtain walling of a flat shape, with negligible pretensioning and not fundamental to the calculation or stability of the structure. The interior of tendo-structures results in a completely free interior.

The laterals can be covered with fixed or sliding tarpaulin on special rails, in which windows can be created with transparent tarpaulin.
